It is, but I would establish what needle, main and pilot jet sizes are.

The other isue I have is that it runs on 1 cilinder the carbs are ultrasonic cleaned new sparkplugs and checked everything.
I've changed the Carbs from left to right and then the other cilinder runs fine ?
So I would say that it's the carb.
The thing is I have no idea what it could be because it looks like it is giving fuel.
Anyone an idea ??

Main jet is the wrong type
You could maybe use some bits but I would use genuine jets only
