headstock/steering head bearings

I'm replacing the headstock bearings on my KR1S, i ordered a set off ebay from scooters and bikes and they supplied 1 x 25mm and 1 x 28mm, mine are both 25mm, i returned the 28mm and they are going to supply another 25mm but they state the 2 different sizes are correct for a 1990 KR1S. I have ZXR400L forks fitted but the KR stem is retained and is 25mm over its full length. Just wondered if anyone could confirm if they are both 25mm?
