Tail Unit

Hi Guys
I have just purchased a Tail Unit, it is an original part from Japan but I am having trouble fitting it. The bolt holes don't line up unless I remove the rear lamp. Has any one else had this problem? The lamp is the correct part too.
Looking at the Tail Unit that came with the bike, it looks like it has had the light aperture has been adjusted.
Is this common practice?
