Clunk in rebuilt KR1S forks

I have rebuilt some KR1S forks and put in new oil and seals etc
I haven't put them on the bike yet as it's going through a slow build (very slow)
The problem is i have the front wheel attached so when i lift the forks holding the stanchions ,as it get to the top as the forks take the weight of the wheel,it clunks
Not much but i would have thought there would be no clunk ,just smooth until the forks "topped out"
Have i put something back in wrong ?
