So there I was happily dremmeling away when I came across this in my fairing

Yep you guessed it, its a feeler gauge blade or whats left of one, some people do the strangest things

He's probably scientifically determined that specific blade for the correct ammount of flex required in the panel. More to it than 'just' a feeler gauge blade, then again, doubt it

Yeah, I had one of those too

I found mine cos my top fairing only had two fixing holes on the right hand side (where its joined to the pan), so I measured up & marked the hole, started drilling & thought "this is bloody hard for plastic", then all of a sudden it gave way & dropped to the floor with about 10mm of fibre glass stuck to it!

The things some people do eh?
