test the old one by dipping it in some boiling water to see if it opens. Don't think they should run that hot on the gauge.
Also check the gauge by dipping the sensor in hot water, I had a similar problem on my NC30, dipped the sensor in a cuppa and it went to full scale.
I've now got a Koso dash on my race bike and that is extremely accurate

leaving the thermostat out doesn't make much difference. the water flows a bit faster, so the hot water leaves the engine faster. You'd thinck that's a good thing, because then sooner it is filled with cool water.

but on the other hand : the water also leaves the radiator sooner, so it had less time to cool down. So the big question is : is this better ?

One thing is for sure : it takes a lot longer to warm up the engine, and that most certainly isn't better

will try the guage and put the other stat in and give it a go
can u get a guage with actual temp without buying a new dash?
