Setting float heights

Can some one explain the easiest method to set float heights please, I've got two sets on the bench at the moment and want to get it right.

done this a few times mike [like prob most of us has had probs with float heights]
most important,make sure carbs inside are clean [and fuel tank or carbs will get bunged up again.]
but i know you know this anyway.

what i do is get the tape messure ready [and reading glasses if your eyes
are like mine] slowly turn the carb until the tab on the float just [and only
just] pushes on the very top of the shut off valve and the gap from the carb body to the very upper most top part of the float is 19mm +or -1mm

Martin is right, everything needs to be clean and i like a fuel filter between tank and carb 

For me i Hold the carb between approx 4 to 10 o'clock (SE to NW) so that the float hangs down and the float valve needle is contacted but unloaded - I measure with a steel ruler the distance from the underside of the carb (float bowl seating) to the furthest part of the round floats - this gives me the float height.

For me line of sight works just fine taking care to get the float height to 19mm +\- 1mm on pwk28's and 16mm +\- 1mm on pwk35's

If it's out just bend the tang between the floats that engages on the float valve needle - taking great care not to get too excited (read ... break or crack floats etc like I have done in the past !)
