Kips pulley screw's. size

Going to change the 4 screw's on the pulleys.

Parts list has. , 4x14, is that = m4 size and 14mm length ?? if not what is the size. Thanks.

Cloudy and some rain last few days. Race for this weekend got rained out (dry lake is flooded). KR will have to wait until next month to set a record (again!).
