Balance shaft

Hi all , after stripping bottom end, and close inspection shows that the grooves in crankcase that take balance shaft bearing retaining clips have been filled with some sort of filler ( red and hard ).

Would this have been done as the bearings with grooves are no longer available or some other reason ?

Also , what stops the shaft from horizontal movement ?
